During Jeb Bush's reign as governor of Florida, Columba spearheaded efforts to combat the state's substance abuse problems which became a personal fight when her daughter, Noelle Bush, was arrested for possession of illicit substances in 2002. At the time of the arrest, Columba accredited her daughter's struggles as the result of being born into a political family. Noelle was sentenced to a rehabilitation program, but subsequently jailed for less than two weeks after crack cocaine was discovered in her shoe during treatment. Noelle completed her rehabilitation sentence in August of 2003, but her mother recently opened up about continued struggles, saying helping her daughter recover is a "lifetime challenge."
In an op-ed for the Las Vegas Review-Journal, Columba Bush calls for attention to the growing heroin and prescription painkiller abuse pandemic. She calls for education and increased awareness as a countermeasure for further spread of addiction:
