Naftogaz proposed to use Model Energy Charter Early Warning Mechanism/Нафтогаз предложил использовать Типовой механизм Энергетической Хартии по раннему предупреждению
According to the latest communication published on the website of the Ukrainian state own company Naftogaz, on 27 July 2016, Naftogaz has sent a letter to Maroš Šefčovič, the Vice-President of the European Commission in charge of the Energy Union, informing about gas pressure irregularities in the main transit GTS and proposing to consider the application of existing procedures, including the Model Energy Charter Early Warning Mechanism approved at the 25th Meeting of the Energy Charter Conference. The objective of the Model Energy Charter Early Warning Mechanism (EWM) is to provide for a non-binding framework aimed at preventing and overcoming emergency situations related to the energy transit and supply. This framework permits to establish a neutral platform for exchange of information on the energy situation in countries concerned and possible implications for the flow of energy within the Energy Charter constituency. Previously, the same procedure has been used in the gas crisis of 2014, demonstrating how the Model Energy Charter EWM operates in practice.
