How Ferguson Has Changed Five Years After Brown Death
The police department, working under the thumb of a federal consent decree and stiff competition from higher-paying jobs elsewhere, has dropped from 53 officers in 2014 to 39. The City Council hired another new police chief, this one from Georgia. The city is 68 percent black, but a white man remains the mayor.
