Sinclair argues that bureaucratic incompetence and the magnitude of the FSA's objectives have led to the law falling short of its promises. The Department of Justice's annual report shows that, despite at least 75,000 federal inmates being eligible for release, only a fraction has been released due to the agencies' inability to establish reliable measures for determining who should be released.
