About Lonardi R. Philogene
Mr. Philogene currently serves as CE V/ District 4 assistant bridge engineer for the Massachusetts Department of Transportation (MassDOT) Highway. Since 2023, he has overseen many bridge design evaluations, compliance reviews and repair requirements while managing multiple projects with accuracy and efficiency. His responsibilities also include reviewing submittals from consultants and conducting design reviews at every stage of the development process. He further ensures that projects maintain high standards of safety by providing feedback on design adjustments.
Earlier in his career, Mr. Philogene held roles that built his expertise in construction, structural design and maintenance. From 2013 to 2023, he served as a bridge design and review engineer at MassDOT, refining his skills in structural analysis. He also worked as an assistant structures maintenance engineer for MassDOT from 2010 to 2013, and as an area construction engineer at MassDOT from 2009 to 2010. Previously, he was a resident engineer at MassHighway from 2004 to 2009, and field office engineer from 1995 to 2004, after beginning his career in 1992 as a field inspection engineer at VHB Inc., working as a consultant for the Boston Highway Department, where he developed practical insights into construction and infrastructure projects.
Education played a vital role in Mr. Philogene 's development. Motivated by a passion for learning, he earned a bachelor 's degree in civil engineering, magna cum laude, from Wentworth Institute of Technology in 1991 and a master 's degree in civil engineering with a structural option from the University of Massachusetts Lowell in 2001. He emphasizes that younger engineers today must adapt to new tools, such as Excel, Mathcad and AASHTOWare. Because software applications have become central to solving engineering problems, those without strong computer skills may struggle to progress in the field.

Throughout his career, Mr. Philogene has earned recognition for his discipline and ability to learn independently. He advises young engineers to fully commit to the profession only if they are passionate about it and to dedicate themselves to lifelong learning. He stresses that engineering in practice differs significantly from classroom studies, making guidance from senior engineers critical for growth. Freshly arriving from Haiti with a good educational background, Mr. Philogene 's own perseverance has allowed him to progress from his earliest days in the United States in 1987 to his current leadership role at MassDOT.
Mr. Philogene 's personal dedication to family matches his professional accomplishments. He is especially proud of his children 's success: one works as an engineer in New York, while another transitioned from health sciences to serve as a Massachusetts state police officer. In his free time, Mr. Philogene enjoys reading, watching national and international news, listening to music and following sports, such as American football, tennis and soccer.
