Attorney General Bonta: Owner of Placer County Residential Care Home Arrested and Charged With Medi-Cal Fraud
SACRAMENTO – California Attorney General Rob Bonta today announced the filing of felony charges against the owner and the facility manager of Granite Bay Residential Care Home, a home for adults with special healthcare needs, for Medi-Cal fraud of over half a million dollars. The investigation revealed that between January 2020 and September 2022, the two defendants billed Medi-Cal for services they did not provide and were given an overpayment of more than $500,000. The investigation further revealed the defendants misappropriated program funds for personal luxury purchases, and stole two iPhones and two Mac Book Pros which were purchased with program funds.
“When providers defraud Medi-Cal, it not only undermines the integrity of the program, but it also poses a significant threat to the patients who rely on Medi-Cal for their health and well-being,” said Attorney General Bonta. “At the California Department of Justice, we will continue to hold accountable those who perpetuate Medi-Cal fraud. We must ensure that the program remains reliable and accessible in providing quality healthcare to those who need it most."
The complaint was filed in Sacramento County Superior Court and charges include False or Fraudulent Claims, Conspiracy to Commit False or Fraudulent Claims, and Grand Theft by Embezzlement.
It is important to note that criminal charges must be proven in a court of law. Every defendant is presumed innocent until proven guilty.
DMFEA works to protect Californians by investigating and prosecuting those responsible for abuse, neglect, and fraud committed against elderly and dependent adults in the state, and those who perpetrate fraud on the Medi-Cal program.
The Division of Medi-Cal Fraud and Elder Abuse receives 75 percent of its funding from the U.S. Department of Health and Human Services under a grant award totaling $69,244,976 for Federal fiscal year (FY) 2025. The remaining 25 percent is funded by the State of California. FY 2025 is from October 1, 2024, through September 30, 2025.
