Heinous rapists arrested by ICE in Los Angeles
LOS ANGELES — ICE, in collaboration with federal law enforcement partners, arrested Quoc Bo Pham and Dung Quoc Pham, both Vietnamese nationals, July 22 in Westminster.
This arrest was a targeted immigration enforcement initiative under the Sex Offender Arrest and Removal program, which prioritizes the identification and arrest of criminal aliens posing significant public safety threats, particularly those arrested for or convicted of sex offenses.
"The SOAR targeted enforcement effort is critical in maintaining the safety and security of our communities," said Los Angeles Enforcement and Removal Operations Field Office Director Ernesto M. Santacruz Jr. "Individuals who commit egregious crimes of a sexual nature, such as those committed by the Phams, will face prosecution to the fullest extent of the law. This program underscores our commitment to protecting the public and ensuring that those who jeopardize the well-being of others are held accountable for their actions."
Following a meticulous investigation that included surveillance of their residence and activities, both Quoc and Dung Pham were taken into custody without incident. The arrests come after both were previously convicted for heinous crimes committed in the 1980s, where they kidnapped and sexually assaulted six females, aged 15 to 21, at gunpoint. Quoc was sentenced to 64 years, and Dung to 118 years in prison; both were paroled after serving over 20 years and were added to the sex offender registry. Despite their release, both continued to engage in criminal activities.
Dung entered the United States in 1979, Quoc entered in 1975, and both were ordered removed by an immigration judge. The pair will remain in ICE custody pending removal from the U.S.
