U.S. Marshals Major Case: USMS Offering up to $5K for Info Leading to Arrest of Man Wanted for 2nd-Degree Murder
Albany, NY / July 27, 2026 – The U.S. Marshals Service (USMS) is seeking the public’s help and offering a reward of up to $5,000 for information leading to the arrest of a New York man charged with second-degree murder, conspiracy and criminal possession of a weapon stemming from an incident in March 2025.
Jacqua Cowan, aka “Quaski,” 19, is the subject of a warrant issued June 11 by the Albany County Court, charging him with 10 counts including murder in the second degree, conspiracy in the first degree and criminal possession of a weapon in relation to the shooting death of Jamier Allen on or about March 22 in the vicinity of 61 Boenau Street in Albany.
Cowan has been at large since June and was last seen on Liebel Street in Albany. In addition to Albany, he has ties to Jersey City, New Jersey.
Cowan is a black man, stands 5 feet 7 inches tall and weighs approximately 115 pounds. He has brown eyes and black hair. Cowan should be considered armed and dangerous.
