Three-Week Surge Leads to More Than 100 Arrests of Violent Offenders Across Maryland and Delaware
More Than a Dozen Law Enforcement Agencies Participated; Part of FBI’s Summer Heat 2.0 Initiative to Combat Violent Crime
August 13, 2026 - From July 20 through August 5, the FBI Baltimore Field Office, in coordination with more than a dozen federal, state, and local law enforcement partners, conducted a regional fugitive apprehension surge resulting in 109 arrests, the seizure of three firearms, and the removal of dangerous offenders from communities across Maryland and Delaware.
“These are meaningful results,” said FBI Baltimore Special Agent in Charge Jimmy Paul. “This surge demonstrates the FBI’s unwavering commitment to public safety. Together with our partners, we targeted violent offenders threatening our communities and took decisive action to hold them accountable.”
The surge is part of the FBI’s Summer Heat 2.0 nationwide initiative bringing together agents, task force officers, intelligence personnel, professional staff, and partner agencies in this coordinated effort to identify, locate, and apprehend violent offenders.
Operation Overview
- Week 1 – Wilmington, Delaware: 49 arrests and one firearm seized. Arrests included individuals wanted for robbery, rape, child abuse, sexual assault, strangulation, illegal firearm possession, and child sexual exploitation.
- Week 2 – Baltimore, Maryland: 36 arrests and two firearms seized. Offenses included attempted murder, armed robbery, assault, forcible rape of a minor, sexual assault of a minor, child abuse, and cyberstalking.
- Week 3 – Anne Arundel County, Maryland: 24 arrests. Subjects were wanted for assault, rape, sexual abuse of a minor, desertion of a child, reckless endangerment, illegal firearm possession, robbery conspiracy, and other serious violent offenses.

Case Examples
On August 3, 2026, Darrio Smith was arrested on a second-degree assault warrant in Annapolis, Maryland, in connection with an alleged assault that occurred on school property.
On August 4, 2026, John Moyer was arrested for rape second degree, sex abuse of a minor, and sex offense 4th degree charges in Brooklyn, Maryland, for crimes that are alleged to have occurred from December 15, 2025, through January 14, 2026.
On August 5, 2026, Markquail Harris was arrested on a New Castle City Police Department warrant for rape involving a firearm. Harris is a resident of Levittown, Pennsylvania, but is accused of traveling to New Castle City to commit his crime. He's charged with first-degree rape and is being held at Howard Young Correctional Institution on $615,000 cash bail.
