A Man Wanted for Sexually Exploiting a Minor Victim Overseas Extradited to the United States From Bogota, Columbia
August 25, 2026 - A man wanted for possession of child sex abuse material (CSAM) and for traveling to the country of Tanzania to have sex with a minor was extradited from Columbia to Los Angeles and was in federal court Monday for an initial appearance.
According to a criminal complaint filed in 2023, Ivan Lozano Hernandez, 39, a former resident of Long Beach, enticed a minor victim to engage in sexual activity beginning in 2021. Hernandez is believed to have been in contact with the victim as early as 2020 when the victim was 14 years old and allegedly directed the victim to send nude images and videos of herself to him. The complaint alleges that Hernandez traveled to Dar es Salaam, Tanzania, in approximately October 2021 to repeatedly engage in illicit sexual conduct with the victim.
The FBI initiated an investigation after the victim’s parents learned of the abuse and reported Hernandez to law enforcement officials in Los Angeles who referred the case to the FBI.
Hernandez was charged in a federal criminal complaint in 2023 following the execution of a federal search warrant and fled the United States at some point thereafter. During the search, investigators seized Hernandez’s electronic devices and found thousands of images and video depicting CSAM.
Investigators believe Hernandez traveled abroad extensively while he was a fugitive before being stopped in July 2025 by police in Medellin, Columbia, who learned that Hernandez was wanted in the United States based on an Interpol Red Notice entered by the FBI.
An indictment was returned by a federal grand jury in Los Angeles in August 2025 and charges Hernandez with enticement of a minor to engage in criminal sexual activity; travel with intent to engage in illicit sexual conduct; engaging in illicit sexual conduct in a foreign place; and possession of child pornography.
Hernandez faced extradition proceedings in Columbia before being returned to the United States for federal prosecution.
Hernandez was returned to the United States from Bogota, Columbia, on Friday, August 21st. He was in federal court Monday for an initial appearance and was remanded to federal custody.
The investigation of Hernandez is being conducted by the FBI. Assistance was provided by the Los Angeles Sheriff’s Department, the Los Angeles Police Department, the United States Marshals and law enforcement officials in the country of Columbia.
The United States Attorney’s Office in Los Angeles is prosecuting Hernandez.
