ICE lodges detainers for Dominican illegal aliens wanted for stabbing off-duty New York City detective
NEW YORK / October 20, 2026 — ICE New York City has lodged immigration detainers against two Dominican nationals arrested in connection with the alleged stabbing of an off-duty New York City Police Department detective in the Norwood section of the Bronx.
Sanctuary policies only put American citizens at risk by allowing dangerous criminal illegal aliens to walk the streets freely, without regard to the crimes they have committed. Under President Trump and Secretary Mullin’s leadership, sanctuary cities are no longer a safe haven for the worst of the worst, such as child predators, sex offenders, and violent criminals.
President Trump’s directive to ICE has been clear: find any and all criminal illegal aliens and deport them, making our nation more secure and our communities safer.
“New York City’s refusal to honor ICE detainers and its repeated release of removable aliens has grave and unacceptable consequences, including for the very law enforcement officers sworn to protect this city,” said ICE New York City Field Office Director Kenneth Genalo. “When public safety is politicized and cooperation with federal immigration enforcement is rejected, dangerous individuals will remain in our communities despite repeated encounters with law enforcement. New Yorkers deserve policies that prevent future harm rather than create opportunities for it.”
According to ICE intelligence, the two suspects approached the off-duty NYPD detective in the Norwood section of the Bronx on Oct. 2, and attempted to rob him, stabbing him seven times when he defended himself. The detective was taken to a local hospital and is recovering from his injuries. The suspects fled the scene on an e-bike.
The suspects, identified as Dangelo Rafael Jean Caraballo and Sneider Mejia Bautista, both criminal illegal aliens from the Dominican Republic, were arrested by local authorities on Oct. 8. ICE New York City has lodged immigration detainers for the safe transfer of both individuals.
Jean Caraballo was encountered by U.S. Border Patrol near San Luis, Arizona, in February 2023, after attempting to enter the United States without authorization during the Biden administration’s disastrous open border policies. He was served with a notice to appear and released on his own recognizance pending immigration proceedings.
Jean Caraballo has extensive criminal history in New York, including arrest for: reckless endangerment, unlawful fleeing from a police officer, reckless driving, criminal possession of a controlled substance, criminal possession of a weapon involving a loaded firearm, and menacing involving a weapon. Mejia Bautista has criminal history in New York City including arrests for: criminal possession of stolen property, possession of burglar’s tools, grand larceny and criminal possession of a weapon.
Mejia Bautista was encountered by U.S. Border Patrol near San Luis, Arizona, in December 2022 after attempting to enter the United States without authorization. Again, it was the Biden administration, which paroled him into the United States and served him with a notice to appear.
An immigration judge ordered Mejia Bautista removed to the Dominican Republic in absentia on May 8, 2025. ICE New York City lodged an immigration detainer with Bronx Central Booking following an Oct. 2025 NYPD arrest for fourth-degree criminal possession of a weapon. However, New York City declined the detainer.
